run LDP....connect....and see if the following is set:
isGlobalCatalogReady: TRUE --> DC = GC
isGlobalCatalogReady: FALSE --> DC =/= GC
if it is a GC... disconnect, connect but use port 3268

working properly or something is blocking the traffic.
Note that at best you will get a connection with telnet, you won't be able
to really do anything or see anything.
